Leadership Team

Jeff Heatherington, President and CEO

Jeff Heatherington is the founder, president, and CEO of FamilyCare Health, a nonprofit organization coordinating health benefits for approximately 130,000 Medicaid and Medicare members in the Portland, Oregon tri-county area. He is recognized as a healthcare and business leader with an unwavering focus on innovative healthcare strategies, the health of the community, and the well-being of his employees. 

Since founding FamilyCare Health in 1984, Heatherington has led the organization to a number of milestones. FamilyCare Health was among the first Medicaid managed care organizations in Oregon and is now the oldest such organization. It was the first health plan in Oregon to integrate physical and mental health coverage into one standard plan and the first certified Coordinated Care Organization (CCO) in the tri-county area under Oregon’s Medicaid program, the Oregon Health Plan. The Oregonian has named FamilyCare Health as one of Oregon’s Top Workplaces each year since 2012.

Heatherington’s pioneering approaches include the PORT model, or “provider-patient oriented resource teams,” consisting of integrated, multidisciplinary teams that streamline service for patients and physicians. Recognizing that the relationship between family physicians and patients is essential to improving health outcomes, in 2013 FamilyCare Health began paying primary care physicians at commercial rates — an unprecedented move that reduced overall costs for the company. Heatherington and FamilyCare Health also give generously to nonprofits that support the health and well-being of local communities. To recognize his 30 years as president, FamilyCare Health created the Heatherington Foundation for Innovation and Education in Health Care in 2014.

Heatherington has served on many boards including the Oregon Health Council, the Oregon State Bar Disciplinary Board, the Oregon Symphony, and the American Osteopathic Foundation. He was the executive director of the Osteopathic Physicians and Surgeons of Oregon for 30 years and was one of the founders of The College of Osteopathic Medicine of the Pacific-Northwest in Lebanon, Oregon. 

Heatherington earned a Bachelor of Science in Political Science at Willamette University. He also holds an honorary degree from Western University of Health Sciences and a Distinguished Service Certificate from the American Osteopathic Association. He is a former international president of Delta Tau Delta Fraternity. 

 

William “Bill” Murray, Chief Operating Officer

Bill is a seasoned healthcare executive with successes in a series of roles spanning regulatory, finance and business management. As Chief Executive Officer of the North Bend Medical Center, he successfully led the conversion to electronic health records, repositioned the clinics for healthcare reform and was awarded Oregon’s first ACO-Medicare Shared Savings Program contract with the Centers for Medicare and Medicaid Services. Prior his work with the North Bend Medical Center, Bill held the CEO position at Southwest Oregon IPA. In this position he was responsible for managing the physician-owned organization which contracted with the Oregon Health Plan and offered a Medicare Advantage Plan and a self-insured health plan. To address financial challenges, Bill restructured operations and contracts to create operating margins and long-term financial stability. While in this position, he played an active role in Oregon’s healthcare legislative process and was selected by the governor to help develop the coordinated care organization healthcare delivery model that is in effect today.

Prior to his leadership in the Oregon’s health care industry, Bill, a CPA, ran his own healthcare-focused financial accounting business and has held executive positions with financial institutions and in the high tech industry. He holds a business degree from the University of Oregon.

Oscar Clark, Vice President of Integrated Services

Oscar brings leadership experience and an understanding of member and provider relations to this position. Oscar’s career has included work with members and providers in physical health as well as behavioral health and addiction services. Prior to this position, Oscar was the Director of Integrated Clinical Services for FamilyCare. He is also on the Board of Directors for Lion’s Vision Gift, a local non-profit and eye bank. Oscar received his Masters in Social Work from Portland State University. Oscar is a graduate of the Stanford Executive Program at the Stanford University Graduate School. Oscar joined FamilyCare in 2006.

Kevin Clancy, Vice President, Finance

Kevin’s work in finance and healthcare has spanned three decades. Prior to joining FamilyCare he held positions at Blue Cross and Blue Shield, WellPoint, Anthem, Amerigroup, and Humana. As Vice President of Finance, Kevin is responsible for the financial management strategy of the company. He works to ensure the integrity of the financial system and its processes, and oversees the entire finance department.

Cheri Pfannes, Vice President, Corporate Compliance and Quality

Cheri brings over 37 years of experience in health care quality, compliance, and hospital operations to her role. Prior to joining FamilyCare, Cheri worked for Kaiser Permanente. She has extensive expertise in process improvement, clinical quality, and regulatory compliance. Cheri studied at Portland State University and holds certifications in Health Care Compliance and Health Care Quality. 

Chris Diaz, Vice President, Information Technology and Services

Chris brings a wealth of IT, project management, and process improvement experience to this position. Prior to joining FamilyCare, Chris was responsible for numerous healthcare information technology implementations including electronic medical records, barcoded medication administration, and computerized provider order entry systems. As Project Management Office Director for Sharp Healthcare in San Diego, Chris worked across the organization to improve project execution, manage strategic programs and develop positive relationships to successfully drive large-scale initiatives forward. He has also held management positions at Southwest Washington Medical Center and Providence Health and Services. Chris is active in the Oregon Health Authority’s Healthcare Information Technology Advisory Group and the Oregon Health Information and Management Systems Society’s (HIMSS) Advisory Board.

Paige Jackson, Vice President of Human Resources

Paige brings over 20 years of progressive experience in human resources that spans multiple industries. Prior to joining FamilyCare, Paige held human resources leadership roles at Intel Corporation, The Standard, Lattice Semiconductor, and Stimson Lumber Company. Paige brings a strong breadth of knowledge and experience in workforce planning, organizational change, and development of high-performing teams. Paige is a graduate of Oregon State University, and actively supports the local chapter of Girls Inc.

 

Board of Directors

Robin. L. Richardson, DO, Board Chair.

Dr. Richardson is an osteopathic physician for Providence Medical Group in Hillsboro, Oregon. A native Oregonian, Dr. Richardson graduated with a degree in biology from Willamette University in Salem. He graduated from the College of Osteopathic Medicine of the Pacific and completed his post graduate training at the former Eastmoreland Hospital. Dr. Richardson has a passion for educating young physicians in the virtues of true family medicine and pursues that through his relationship with COMP-Northwest, an osteopathic medical school in Lebanon, Oregon. Prior to serving on the Board, Dr. Richardson was the Medical Director of FamilyCare. Dr. Richardson is a recipient of the J. Scott Heatherington D.O. Lifetime Achievement Award for lifetime distinguished service and achievement in the Northwest osteopathic community.

As founder of FamilyCare in 1984, Jeff is a recognized leader in health care issues and has served on a number of State Boards, including the Oregon Health Council, and the Oregon Bar Disciplinary Board. Jeff was the executive director of the Osteopathic Physicians and Surgeons of Oregon for 30 years. He is a former international president of Delta Tau Delta Fraternity and has been awarded the Distinguished Service Certificate by the American Osteopathic Association and holds an honorary degree from Western University of Health Sciences. He was instrumental in the development of The College of Osteopathic Medicine of the Pacific - Northwest in Lebanon, Oregon. Jeff enjoys scuba diving, cooking, reading, boating, and spending time with his great grandchildren.

Matt Daskalos, DO, Vice Chair

Matt is a Board Certified Osteopathic Family Physician. He has been in a private group practice since 2000, and is President of Columbia View Family Health Center in Troutdale, Oregon. He received his undergraduate degree from Oregon State University and attended medical school at The Western University of Health Sciences - College of Osteopathic Medicine of the Pacific. He then served as Chief Resident for the Family Medicine Program at Eastmoreland Hospital. He remains active in patient care, as well as in education, working with medical students from across the country. With his personal time, Dr. Daskalos enjoys spending time with his wife and three children. He is an avid sports enthusiast, and is passionate about coaching youth sports where he promotes health, safety, and leadership—both on and off the field.

Jeff L. Pawlowski, CLU, Treasurer

Jeff is a native Oregonian with over 30 years of experience in the financial services industry. As the CEO of Broad River, he created the organization with a clear vision to deliver a market-leading portfolio of financial products that protect and grow the assets of clients in the Pacific Northwest. Organizational management and development has always been a primary focus of Jeff’s, and his passion for supporting his local community has led him to be involved and to serve on the boards of local organizations. Jeff and his wife appreciate spending time with their two dogs, friends and family. They also enjoy exploring the great Northwest.

Patricia Parker, DMD, Secretary

Dr. Parker is currently the Dental Consultant and Manager of Health & Safety for Willamette Dental Group. She attended Oregon Health Sciences University School of Dentistry in Portland, Oregon. Patty owned a private practice in Jefferson, Oregon, for eleven years then joined Willamette Dental Group. After 14 years of group practice with Willamette Dental Group in Albany, Oregon, she transferred to the corporate office in Hillsboro, Ore. Dr. Parker served eight years on the Oregon Board of Dentistry. She is currently on the Board of Directors of the American Board of Dental Examiners and examines for two national dental testing agencies. She enjoys spending time with her family. She and her husband love to travel and experience other cultures.

Joe Hromco, PhD, Director

Joe is a Clinical Psychologist and VP of Operations with Western Psychological & Counseling Services. Raised in Oregon, he completed his undergraduate degree at Willamette University and received his PhD in Clinical Psychology at Northwestern University Medical School in Chicago. His clinical specialty is in health psychology, providing psychosocial interventions to address health concerns (e.g., chronic pain, psychogenic seizures, chronic health conditions, and somatization). He enjoys playing music in addition to spending time with family, swimming, and cheering on the Timbers and Blazers.

Michael J. Riley, Director

Mike is president and research director for Riley Research Associates, a Portland-based global research and communications consulting firm. He is a past president of the Healthcare Communicators of Oregon and the Oregon Chapter of the American Marketing Association. Mike has served on the boards for local chapters of the Public Relations Society of America, Portland Advertising Federation, Rotary Club of Portland, Beaverton Education Foundation, and the Boys & Girls Aid Society / Government Affairs Committee. Mike holds an Accreditation in Public Relations (APR) from PRSA and is recognized with a Professional Researcher Certification (PRC) from the Market Research Association.

Richard J. Barsotti, MD, Director

Dr. Barsotti is a native of Portland and a partner of Metropolitan Pediatrics, a privately-owned group practice which started in Portland over 100 years ago. He is a graduate of Oregon State University and completed his medical degree at Oregon Health Sciences University. His pediatric internship and pediatric residency were both at the Los Angeles County - University of Southern California Medical Center. Dr. Barsotti served in the U.S. Air Force as a pediatrician. He is board certified in pediatrics. Outside of work, he enjoys spending time with his family cycling, skiing, reading and photography.

Robert K. Carus, CPA, Director

Bob has been a certified public accountant for over 30 years and is the president of RK Carus CPA, PC. After graduating from Portland State University, Bob worked as a consultant at a global accounting firm and at Schnitzer Steel Industries, Inc. He enjoys cycling, hiking, traveling, and meeting new people.

Carl Erickson, DO, Director

Dr. Erickson is board Certified in Family Medicine. He has been practicing in the Sellwood-Moreland Community since 1982. Dr. Erickson received his undergraduate degree at Oregon State University. He earned his medical degree from Kansas City College of Osteopathic Medicine in 1980. In his free time Dr. Erickson enjoys cycling and gardening.

Royal Harris, Director

Royal Harris is a Portland native and alumnus of Concordia University with over 10 years of experience working in community mental health and over 20 years working with at-risk youth. His work with at-risk youth has included providing street-level gang outreach services to the City of Portland through his non-profit organization, The Aristotle Project. Royal has also partnered with Cascadia Behavioral Healthcare to provide clinical liaison services to the Multnomah County Department of Community Justice Parole and Probation Department Gang Unit. He is a trained mediator and certified community health worker.

Royal currently works for the Empowerment Clinic as the in-reach specialist, providing assistance, support, and mentoring to African American men coming out of prison or involved with the criminal justice system. He is also the Chair of the FamilyCare Health Community Advisory Council, the Vice-Chair of the Multnomah County Public Health Advisory Board, a member of the Multnomah County Health Birth Initiatives strategic work group, a financial coach for the Innovative Changes Financial Literacy program, and recruitment volunteer for the Airway Science for Kids program.
